I would try to get the hand/arm in focus first and foremost, maybe set up the tripod and increase your time and f-stop so you get everything in focus. And my eye goes straight to that filled in pothole too, which is a little distracting. That being said, I love the location of this image, as well as what you were trying to achieve. Also, the fact that the road covers most of the frame is great, I like that you have a sliver of horizon at the top.
